Tanzania’s SGR pioneer, Kadogosa, takes the helm at the Ministry Works

Zanzibar. Tanzanian President Samia Suluhu Hassan has made a key Cabinet reshuffle, elevating Masanja Kungu Kadogosa to the portfolio of Minister for Works.

Mr Kadogosa, who previously served as the director general of the Tanzania Railways Corporation (TRC) and currently, serves as the Member of Parliament for Bariadi Rural, succeeds Abdallah Hamis Ulega.

Under the new operational line-up, Mr Ulega moves to the Ministry of Constitutional and Legal Affairs, whilst Dr Juma Homera transitions from Constitutional Affairs to lead the Ministry for Energy.

Additional appointments include Asha Khamis Abdulla as Deputy Permanent Secretary in the Ministry of Finance, Prof Bruno Sunguya as Chief Medical Officer, Jabir Omari Makame as Executive Secretary of the National Economic Empowerment Council (NEEC), and Dr Idrissa Muslim Hijja as Chairperson of the Tanzania National Commission for UNESCO.

The elevation of Mr Kadogosa to the Works docket represents a targeted strategy to reinforce and expedite national infrastructure delivery.

During his tenure at the helm of the TRC, Mr Kadogosa directly steered the construction, operationalisation, and procurement phases of Tanzania's flagship Standard Gauge Railway (SGR) network.

His technical grounding and intimate familiarity with the vast mega-project uniquely equip him to navigate the engineering, logistical, and financial complexities associated with large-scale transport corridors.

This strategic appointment comes at a crucial juncture for both Tanzania and the broader East African Community.

Landlinked regional neighbours—most notably Rwanda, Burundi, the Democratic Republic of Congo, and Uganda—are increasingly reliant on Tanzania’s central transport corridor to secure efficient, cost-effective access to the Indian Ocean via the Port of Dar es Salaam.

Expectations regarding the completion and seamless connection of subsequent SGR phases are exceedingly high, as regional partners seek to reduce transit times and lower freight logistics costs.

By placing a proven railway administrator at the apex of the Ministry for Works, President Samia has signalled a firm commitment to maintaining momentum.

Mr Kadogosa’s executive experience positions him to eliminate bureaucratic bottlenecks, oversee the higher pace of continued construction, and ensure that Tanzania’s modern railway network fulfils its promise as an engine for regional trade integration and economic growth.
