Government Initiates Preparation of the National Investment Report 2024

The Government of Tanzania has embarked on the preparation of the National Investment Report 2024, a comprehensive document that aims to provide an in-depth analysis of the country’s investment climate. 

The report, spearheaded by the President’s Office, Planning and Investment (PoPI), is being developed in collaboration with MG Empire Consultancy (T) Limited as the Lead Consultant, with support from Trademark Africa.

A multidisciplinary team of experts from various government ministries and agencies will contribute to the assignment.

The process commenced on March 24, 2025, and is expected to be completed by May 2025.

The National Investment Report has been a key government initiative to track and analyze investment trends in Tanzania. The 2023 edition, which was launched last year, provided a thorough examination of both domestic and foreign direct investment (FDI) trends, the regulatory environment, and strategic investment sectors.

It served as a valuable tool for policymakers, investors, and researchers by highlighting key investment opportunities, policy changes, and government initiatives aimed at enhancing the country’s business climate.

Building on the success of the 2023 report, the upcoming 2024 edition will take a more comprehensive approach to evaluating investment flows and their impact on Tanzania’s socio-economic development.

The report will highlight the progress made under the 6th Phase Government led by H.E. Dr. Samia Suluhu Hassan, particularly in improving the investment environment through targeted policy reforms and infrastructure development.

The primary objective of the 2024 National Investment Report is to conduct a situational analysis of investment flows in Tanzania and provide a strategic overview of the country’s investment landscape. The report will cover the period from January to December 2024 and will focus on the following key areas:

  1. Analysis of Global Investment Trends: Assessing global investment patterns and their implications for Tanzania, particularly in attracting Foreign Direct Investments (FDIs).
  2. Investment Policies, Laws, and Regulations: Evaluating the effectiveness of Tanzania’s policy framework in facilitating local and foreign investments.
  3. Macroeconomic Trends and Investment Impact: Examining the country’s economic performance and how it influences investment decisions.
  4. Investment Climate Improvements: Identifying significant improvements in the investment environment in 2024, including regulatory reforms and infrastructure enhancements.
  5. Magnitude and Direction of Investment Flows: Analyzing the scale and sectors of both domestic and foreign investments in Tanzania during the reporting period.
  6. Strategic Investment Projects: Showcasing major investment initiatives undertaken in 2024 and their expected contributions to the economy.
  7. Legal and Policy Developments: Assessing legislative and policy changes affecting the investment landscape, including outward investment trends.
  8. Cost-Benefit Analysis of Incentives: Evaluating the effectiveness of government incentives for strategic investors and their economic returns.
  9. Public Investment Trends: Reviewing the role of public investment in key sectors such as infrastructure, education, health, and energy.
  10. Efficiency and Effectiveness of Public Investments: Analyzing how well public investment initiatives deliver intended socio-economic outcomes.
  11. Employment Impact of Investments: Examining job creation trends, both direct and indirect, across various investment sectors.
  12. Non-Tax Revenue Contributions: Assessing the role of public investments in generating non-tax revenue and their contribution to Tanzania’s GDP and fiscal sustainability.
  13. Impact of Government Reforms on Investment Attraction: Measuring how recent government reforms have influenced the investment climate and contributed to attracting more investors.

Expected Impact of the Report
