EACOP issues multiple bids to boost pipeline operations and support services
The tendering process targets experienced firms capable of delivering specialised services ranging from security training to extensive logistical support and diesel supply for field operations
Dar es Salaam. The East Africa Crude Oil Pipeline (EACOP) Company has opened a new procurement phase, issuing three separate Requests for Expression of Interest (EOI) to secure key operational services essential for the construction and eventual operation of the 1,443-kilometre crude oil pipeline stretching across Tanzania and Uganda. 
The initiative targets experienced firms capable of delivering specialised services ranging from security training to extensive logistical support and diesel supply for field operations.
Security, Human Rights training
The first EOI, referenced REQ-00000879, invites bids for Voluntary Principles on Security and Human Rights (VPSHR) training. 
The contract requires the selected provider to train EACOP staff and contractors, ensuring adherence to internationally recognised security and human rights standards. 
Interested companies must submit a comprehensive dossier that includes legal documentation, proof of registration and a valid trading licence, VPSHR certification, and a record of previous relevant projects. 
EACOP has capped the statement of interest documents at 20 pages, with a submission deadline of September 30, 2025.
Catering and facility maintenance
The second EOI, REQ-00000870, seeks a provider for catering and facility maintenance services at EACOP’s field sites. 
The scope of work for catering entails preparation of three main meals daily alongside snacks and light meals, in compliance with food safety standards such as HACCP and ISO 22000. 
Facility maintenance responsibilities extend across plumbing, electrical systems, HVAC monitoring and repairs, painting, routine housekeeping, waste segregation and disposal, and general ground maintenance. 
Firms applying for this contract must demonstrate proven capacity and experience in these operational areas. 
Submissions for this EOI are due by October 17, 2025.
Diesel to power its field operations
In addition, EACOP has issued EOI REQ-00000906 for the supply of Automotive Gas Oil (Diesel) to power its field operations. 
The requested fuel must meet stringent quality standards, including a Sulphur content below 50 ppm and a Cetane Number of 51. 
The successful bidder will be expected to provide 24/7 delivery across multiple pumping stations and operational locations. 
Submissions must include evidence of logistical capability, fleet details, records of previous projects, and audited financial statements for the past two years, with the deadline also set for October 17, 2025.
All expressions of interest must be submitted via email to procurement.ug@eacop.com.
EACOP has emphasised that submissions will be evaluated according to internal criteria and reserves the right to reject any EOI without providing reasons.
Meanwhile, the procurement process, EACOP, in partnership with WASCO ISOAF, will host a week-long Industry Enhancement Centre (IEC) Workshop Series on Logistics and Supply Chain Management. 
The programme, running from September 22 to 26, 2025, is designed to strengthen SMEs, transport professionals, and HSE personnel by aligning their skills with global standards in safety, sustainability, and operational excellence. 
The workshops will cover topics ranging from logistics and procurement management to sustainable practices and safe transportation of waste, targeting participants including HSE officers, procurement managers, logistics companies, and drivers.
The sessions will take place at the EACOP offices on Bains Avenue, off Chole Road in Dar es Salaam. 
Registration is free, although participants must cover their own transport and accommodation costs. 
Attendees will receive certificates of participation. The registration deadline is September 17, 2025, with interested parties required to email killian@sesdcorp.com with their full name, company name, position, and topics of interest.
Through these initiatives, EACOP aims to ensure that its operations are supported by skilled service providers and that local and regional stakeholders are equipped to participate effectively in one of East Africa’s largest infrastructure projects. 
The combined approach of strategic procurement and capacity-building workshops underscores the project’s commitment to operational efficiency, safety, and sustainability across all phases of the pipeline’s development.
