Tanzania set to become global niobium powerhouse with Panda Hill project

Mbeya. Tanzania has formalised a historic agreement with Panda Hill Tanzania Limited to develop a world-class niobium project in the Mbeya region.

This strategic partnership, involving significant investment from the American firm Denham Capital, represents a major milestone in the bilateral trade relations between Tanzania and the US.

The project, valued at approximately Sh700 billion, is poised to redefine the industrial landscape of the region, transitioning Mbeya into a global hub for the extraction and processing of critical strategic minerals.

Speaking during the signing ceremony the minister for Minerals, Anthony Mavunde, said the Panda Hill initiative targets rare minerals that are exceptionally scarce on a global scale.

By tapping into these reserves, Tanzania is positioning itself to claim a unique and formidable seat at the international table,” he said.

Currently, the global niobium market is a highly concentrated arena dominated by only a handful of major players.

Brazil leads the world, accounting for roughly 80 percent of global supply through its primary producer and an additional 11 percent via its secondary producer, while Canada contributes approximately 6 percent.

With the operationalisation of the Panda Hill project, Tanzania is projected to become the world’s fourth-largest producer of niobium,” Mr Mavunde noted.

Minister Mavunde revealed that the nation aims to supply roughly 4 percent of the global market share, with an ambitious production target of 100,000 tonnes per annum.

This output is not merely a matter of volume but of strategic value, as niobium is an essential component used to enhance the strength and durability of steel, making it indispensable for high-tech industrial applications, aerospace engineering, and infrastructure development.

Central to this investment is the construction of a ferroniobium smelting plant, which will be only the fourth of its kind in the world.

This facility aligns directly with the 2025-2050 Development Vision championed by President Samia Suluhu Hassan, whose administration has been praised for creating the stable investment climate necessary to attract such high-calibre international capital.

The government's directive remains clear: the era of exporting raw materials is being superseded by a commitment to domestic value addition.

By processing the minerals within Tanzanian borders, the state ensures that a greater share of the economic benefits remains within the country, fostering industrial growth and technological transfer.

Beyond the macroeconomic statistics, the social impact of the Panda Hill project is expected to be profound.

The investment is anticipated to generate employment for approximately 7,000 people, providing a significant boost to the local economy in Mbeya and offering Tanzanian professionals a chance to work at the forefront of modern mineral processing.
